California is Unique with IPAs Between Peds and the HMOs

California is unique with a system of IPAs taking money from the HMOs and contracting with physicians.  As a general rule:  When there is an entity handling your money, they usually take some money out of the "pot".  "ObamaCare" will produce a situation where the hospital will be included in the "pot".
